3ds Max 2017 offered a new optimization meant to speed up view port display. It does this by breaking all plugins using a controller to modify object positions. How do we fix this?

They did not break only our tools they broke their own IK system shipping with 3ds Max.

Set this flag as described and you are good. This is needed when you use the ParticleToObject feature and maybe many others.

Looks like the speedup was actually no speedup at all.
